Lo siento, creo que hay que dejar hablar de “refugios climáticos” y preguntar por donde están los Planes de Mitigación y Adaptación al CC de todas las AAPP (también los Sectoriales), cuáles han sido las medidas desplegadas este año y cuál la inversión asociada bsky.app/profile/edur...
El MITECO ha lanzado un mapa para localizar los refugios climáticos de España. En Canarias figuran 9 refugios, todos edificios públicos. Uno de ellos es la SALA DE ESPERA de la Oficina de Extranjería en LPGC. Horario: de 9 a 14h de L-V.

Ahí: todo lo que se pide que implique sanción necesita de inspección que proponga para sanción y de Órgano sancionador. No es casualidad que muchas leyes sobre temas sensibles no prevean régimen sancionador: es la parte "cara" para las AAPP, y además es la que las hace efectivas.
