I can already hear the bunting being unpacked. Saying Britain would be welcome maybe encouraging; but it is not an accession process. 27 MS are yet to be convinced. Europe opening the door does not absolve Britain of the long walk back to it.

In that case, I’d argue the one who gave the agent a broad goal is responsible. “I was driving fast to go to an appointment & didn’t mean to hit someone” doesn’t absolve responsibility.

Might feel bad for the one who gave it the task, but at some point a human must be accountable.
