If that’s a serious concern then there should be a way to adjust things so you can get like :30-:60 seconds of accceleration without the governor before dropping back down to normal speed for a fixed period of time. (Or however long it takes to escape the hazard.)

BART south of Daly City doesn’t have much ridership; it’s not going to hurt capacity much. electrified rail has good enough accceleration to handle a few infill stops
