The Shaw Commission saved its star witness for the end of its hearings, waiting until December to bring in the mufti. They had already heard from a long list of Jewish leaders who blamed him for the riots, and from British officials who claimed they had done everything within their limited resources to pre- vent even more carnage. Over three days of testimony, Haj Amin al-Husseini rejected the charge that he had orchestrated the riots, while repeating the false assertions that drove his Al-Buraq campaign, which instigated the riots. The Grand Mufti began by insisting that the Western Wall was not the Wailing Wall holy to the Jewish people, but the Western Wall of the Mosque of Omar, known as Al-Buraq. Jews, he falsely claimed, had only been praying at the Western Wall for one hundred years at most. To bolster his claims that the Jews wished to conquer Al-Agsa, the mufti referred to The Proto of the Elders of Zion, published in Arabic under the title "The Jewish Conspiracy against the Nations." Excerpts had been published throughout 1928 in Al-Jamia al-Arabiya, a nationalist newspaper that was closely associated with the Supreme Muslim Council, and edited by a member of the Husseini family. The Protocols had been exposed as an anti-Semitic fraud in 1921. The mufti and his British lawyer, W. H. Stoker, did not believe it was fab-ricated. Stoker, the former colonial judge representing the Palestine Arab Execu-tive, assured the commission, "Certain people who did not like the book being published said it was a forgery"28

Among those released were dozens of veteran prisoners, some of whom had served more than 25 years. The deal also included 41 prisoners released in the 2011 Wafa al- Ahrar deal, who were re-arrested by the occupation in 2014. Thirteen veteran prisoners (pre-Oslo Accords)were released as part of the Al-Agsa Flood deal, leaving nine remaining in prison. The occupation refused to release internal prisoners and leaders of the prisoner movement despite arduous negotiations, most notably Marwan and Abdullah Barghouti, Abas al-Sayed, and Hassan Salameh.
