Leave the C2W limit-free (although a lot of schemes have limits anyway. Mine is £3k).
Insist that cycles bought under C2W have to have mudguards and lights so are practical for year round use. that stops the leisure arguments straightaway.

And yet cycling delivers TEN TIMES the impact of electric cars for reaching net zero. It’s almost like narrative, not data, is driving policy.

Now updated with Cycle to Work Alliance comments, saying Cycle to Work providers have safeguards in place to ensure supplied e-bikes are legal and meet required safety standards.

Also from Cyclescheme: While it is not illegal for retailers to supply illegal e-motos, they aren't eligible under C2W
News that people are buying illegal e-motos for commuting; some without realising they aren't road legal and allegedly even via Cycle to Work. The new E-Bike Positive Trust Mark will help, but plenty of public confusion still.

This is my problem with the C2W scheme. The more you could make use of it, the less you're likely to save.

That says a lot more about the bias of the commenter than the C2W scheme itself.
As I'e said elsewhere if we made a precondition of C2W that bike on it had to be fitted with lights, guards and racks (so practical) then that shuts down a lot of criticism.

Our Tern GSD cost over £5k, we bought it via cycle to work, probably wouldn’t have done so without C2W, and it is a car replacement for ferrying the kids places and doing food shops in a way that our other bikes are not. Any family-appropriate car replacement e-bike costs £1000s

Cargo bikes are expensive. e-bikes are expensive. The cheapest Brompton is over a grand now.
The biggest flaw in C2W was always that it benefitted higher earners more. The better "fix" would be to create something that benefits and can be used by all.
Axing the cycle-to-work scheme might seem like low-hanging fruit for a cash-strapped Treasury, but it would be a big mistake. Particularly with expensive kid-carrying cargo e-bikes, it's one of the most effective modal shift levers out there.

Indeed, just a chuckle at the Surrey Hills reference. A lot of high end bikes are on C2W but it's not the majority of C2W, plus it's supporting an industry in trouble given the amount of bike shops closing.

Make cycles applicable for C2W be fitted with cargo carrying ability (racks or an actual cargo bike), mudguards and lights.
that makes them ideal for commuting/utility cycling.

Decathlon do a bike that meets those criteria for £329.

Accessibility to C2W is a big issue. The limit for the scheme we have at work is £3k.
One thing that could work is not removing the limit, but requiring that C2W available bikes have to have dynamo lighting, and mudguards. All practical for commuting.

Low earners aren't eligible for C2W at all as salary sacrifice schemes aren't allowed to take you below NMW.

Just estimated my financial savings (based on today’s costs) over the last 42 years cycle commuting to full time work - £228,000 !!!! OK, it was 3 hours/day, but nearly a quarter of a £million. C2W scheme - Save money, live better.

C2W wasn't available to me when I bought mine. I ended up with from from Evans with 12 months 0%. The bike was also discounted down being old stock and ended up being cheaper than C2W.
