Responding to #CABudget questions: Can you tell us the status of August budget talks or a specific issue? A: No, I don’t discuss that. I do, however, think about how to best point every questioner in the “right direction.” For example, I try to describe how the budget process works or the issues raised around an issue. I try to be helpful while keeping deliberative details private.

I hate early action and end-of-session #CABudget action. Institutionally, it's best if budget action occurs in June, when "all the cards are on the table" between the two houses and the Governor. (2/2)

Responding to questions: August #CABudget action, if agreed later this month, will mainly cover items for which discussions started in June, such as Prop. 4 bond spending. There is no big new pot of money. Most or all new appropriations would be ones already accounted for in June budget framework.

Responding to questions: my personal tips (my views only) for #CABudget advocacy in August 2026.
Focus on 2027? Big new initiatives? If they were going to get approved, that would have happened in June 2026. Focus on 2027 and the next governor’s proposed budget in January, not now. Budget Remains Constrained. With massive federal threats – such as the July 21 “deferral” of $867 million of payments – the state budget remains fragile, despite record reserves and fund balances this year. There is limited capacity for new things not already planned in June budget, especially with declining cap and trade revenues. There are so many needs out there, but the state budget cannot fund them many of them, unfortunately. Clean Up! Engage on known efforts to “clean up” June budget legislation or finish actions not completed in June (such as Prop. 4 bond appropriations). August is for clean up! I Get a LOT of LA28 Funding Requests. State policy is to focus funding for the 2028 Olympic and Paralympic Games on needs anticipated in connection with the original Games bid and AB 132 of 2017. Moreover, new funding items now are very unlikely to be completed prior to the Opening Ceremony on July 14, 2028. Omit mention of the Games from any funding requests. Tying your request to the Games makes it much less likely to get funded! What Makes a Strong Budget Request? The more legislators championing a budget request, the better! One-time requests are more viable than ongoing requests. Smaller requests ($1 million or less) are more viable than bigger requests. Requests aimed at helping low-income and vulnerable populations, as well as public safety, often are more viable than others. Member offices should send requests to emails or sites designated by legislative budget committees; otherwise, they may get lost.
