Oh, this reminds me:

Every chili pepper type has a distinct and somewhat consistent onset of heat, from immediate to a slow burn.

This is because in addition to capsaicin itself, each contains a cocktail of several other capsaicinoids.

Each capsaicinoid has a different attraction to fat/oils.

They're using a grade of OC you don't have that has a higher capsaicinoid concentration. And the delivery systems are very different as well. This is why brands like SABRE have "civilian" and "law enforcement" grade products.

iirc horseradish affects the same receptor as alliums, ginger, wasabi, etc. I've seen it described as "pungent spice" (as opposed to hot/capsaicinoid, cold/menthol, and numbing/Szechuan peppercorn)

You're basically correct, they're a munition that breaks upon contact and release a capsaicinoid powder, liquid, gas, or aerosol. Manufacturers stipulate that the launchers for these munitions should not be aimed above the waist, as pepperball rounds can still cause injury or death.

my take here isn't even really good: scoville units is a stupid unit of measure and also the government should partially subsidize restaurants operating at a certain profit level to take and disclose their HPLC capsaicinoid results instead of this bullshit likert scale thing we're doing

habaneros are meant to be diluted tbh. with those i think it's not just the pungency for me, but that the particular capsaicinoid profile of most habanero-types leans towards a kind of nauseatingly bitter sharpness. but there are lots of c. chinense cultivars which are definitely exceptions to that!
