Probably those who didn't have sky or cable ordering non-Ceefax holidays. I imagine Sky made at least some money from advertising on there - almost every page had an ad of some sort!

In those early days, you had to navigate to get to the page you wanted unlike paging a direct number like you could with Ceefax. Fortunately that changed.
