Even if this was true, power going to unelected central agencies is still centralisation!
I was particularly struck by his view that the U.K. isn’t centralised enough. Authoritarianism not lurking far below the surface there and no suggestion that the problem might simply be promising things that can’t be delivered. Let alone that the Cabinet Secretary might have some agency here.

You don't want all your data in one place. You want to make sure that everyone involved in a given process can access *enough* data to do their jobs. Having your medical records and your tax records go through the same system is centralisation for the sake of centralisation.

The Hammersmith bridge stuff is an interesting example of “why our politics has tended to centralisation”. If you make the local council responsible for a bridge its residents mostly do not use and would prefer were restricted to foot traffic…guess what happens next!
I don't buy into the, 'It's a sign of our dizzying national decline that Hammersmith bridge can't be used by motor vehicles' narrative. It's a 19th century grade II* listed suspension bridge, which simply won't take the cumulative weight of an endless succession of (up to) 18-tonne laden buses.

I don't think the "stakeholder state" is useful framing but the "regulatory state" has grown massively.
It's not a conspiracy against govt though but a function of centralisation (and privatisation). Ministers can't cope with responsibility for everything so set up agencies and regulators.

Any attempt at centralisation without significant investment will cause serious harm to trans patients. We are also concerned that some GPs and other practioners may misuse the review as an excuse to unnecessarily withdraw longstanding care – especially bridging and shared care provision.
