That’s a long legged fly- specifically Condylostylus occidentalis- and they’re actually beneficial because they eat aphids and mites.
The damage to your beans looks more like Japanese beetles or something similar.

Maybe Condylostylus. There are a lot of these on the jelly feeder during the day. I keep rescuing them out of the water in the ant moat above the feeder. The photo doesn’t do justice. They are very green and very shiny

How is one to learn anything about the #flies hanging out on my sunflower plants when this is the “information" at my disposal. Abysmal.
