Here's a great test for whether "commercial off the shelf" (COTS) software is actually COTS: Do they list the price prominently on their website? If yes, it's probably COTS. If no, it it's just three raccoons in a COTS trench coat.

They are also fairly laborious to design. One of the last companies I worked with had a HUGE chunk of change tied up in their originally COTS, but now so heavily bastardized that it's no longer COTS, app whose only purpose was designing wiring harnesses.

It's the wiring harness. Incredibly hard to automate and even more difficult to replace. It's not the _button_ that costs money. Kilometers of multiple thousands of wires, the snaking nervous system from hell in a modern car.
