I agree with all of this but, because I think Councillor Perks would tout the public builder as his measure of success, I want to note that the number of homes built under this framework as of the last CreateTO update is 0. secure.toronto.ca/council/agen...

Checking out progress at “The Stella” in Etobicoke, designed by Henriquez Partners for Tricon, Kilmer and CreateTO. Mix of 700+ affordable & market rental homes, with a great mid-block plaza and walkway providing a pedestrian connection through the site between the subway & the future civic centre.

I struggle to understand why the City Of Toronto needs yet *another* department to deal with housing development. In addition to the housing secretariat, city planning, TCHC - and the real estate agency CreateTO which has been effective.

A new study looks at the before and after land property value of 3 #createTO projects that convert parking lots to housing and show that some of these housing projects can create an additional $400 million in value compared to their previous value as parking lots. #TOpoli
Parking lots cover 9% of TO's land area and are often vacant, contributing little to the vitality or livability of neighbourhoods. The City is missing out on property tax revenues that could be earned if they housed people not cars. So, what are they worth? schoolofcities.github.io/underutilize...

From 2023-2025, the Mayor's office developed their "public builder" ideas for creating housing on city owned land that would culminate in the May 2025 Toronto Builds framework. This aligned standards around affordability requirements and design for city divisions, CreateTO, TCHC, etc. 8/

Great article. The 14% lot usage is all the more frustrating when you know that multiple councillors have complicated affordable housing developments in TTC lots by adding parking studies and requests onto staff workloads.
