One of their "arguments" is that micro-evolution is real (one dog breed to another), but macro-evolution (fish to elephant) is not. They would need to state a mechanism that stops micro-evo to become macro, and they cannot. They're wrong.

Definitely. But I think a lot of these efficiency questions were solved in a meta loop (ie evolution and ecology) which are not that accessible to systems neuroscientists especially if one wants to go beyond correlations.
