You cannot provide essential infrastructure AND say you make cybersecurity e.g. ransomware decisions as business decisions e.g. weighing whether security or ransom costs more. Essential means essential #shapingCybersecurity #transnationalUtilities #digitalGoverance #essentialInfrastructure #AIEthics

This is good, but doesn’t fix the general case, eg the entities formerly known as GAFAM. We need people to start recognising and regulating utilities like they used to, though maybe with a novel, treaty-based element to handle transnationality. 1/2
