That's good news for the tens of thousands of birds who visit the Severn Estuary every year.
The council wrote: "The impacts have the potential to extend beyond the application site and affect sensitive ecological receptors including the Severn Estuary SAC, SCNI, SPA, Ramsar Site and SSSI."
