It's not up to individuals to localize. They can use the original titles if they want to. Maybe "elitism" is the wrong word to describe his "Only Japanese people can use the original Japanese title. Everyone else is a loser who should be bullied." attitude.

not a dumb question at all, and yep, you're absolutely right! if a character is (for example) a cis woman in canon, you are free to make them a trans woman, or a trans man, or nonbinary, or genderfluid, etc, etc. the headcanon doesn't have to exclusively line up with their canon identity. :)

What happens? Churn. And a lot of it. Many Congressional staffers, particularly in personal offices (and particularly, though not exclusively, on the House side), are fresh out of school. They're there for a year, maybe two, three if you're lucky, and then... they're gone. Lather, rinse, repeat. 6/
