Senate President Gatchalian expresses hope for BARMM's economic growth
Senate President Sherwin Gatchalian has expressed his hope for the economic development of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) following the region's inaugural parliamentary session. In his address during the opening of the 2nd regular session of the Senate on July 27, 2026, Gatchalian congratulated Abdulraof Macacua for being elected as chief minister to lead the 80-seat parliament. He urged political blocs, civil society groups, and local government units to rally behind the new BARMM administration to ensure stability after the historic September 14 parliamentary polls. The Moro National Liberation Front (MNLF), business groups, and peace advocates have committed to supporting the socioeconomic objectives of the BARMM parliament. MNLF chairman Muslimin Sema stated that his group would cooperate in maintaining law and order in the region, emphasizing their commitment to supporting peace and development initiatives for the region's economy to flourish. Gatchalian's remarks come as the BARMM continues to work towards establishing a stable and prosperous autonomous region following years of conflict and political challenges. The Senate President's comments highlight the importance of unity and collaboration among various stakeholders to achieve sustainable development in the region. This development is crucial for the BARMM, which has been working to rebuild and strengthen its governance structures after the implementation of the Bangsamoro Organic Law. The support from key groups like the MNLF and business communities is seen as a positive step towards achieving the region's economic goals. The Senate President's focus on BARMM's development underscores the government's commitment to addressing the needs of the Muslim-majority region and promoting inclusive growth across the country. The upcoming initiatives and collaborations will be closely monitored to ensure they contribute effectively to the region's long-term prosperity.

Senate to remove P8.836 billion in unsupported infrastructure projects from 2027 budget
The Senate will remove P8.836 billion worth of infrastructure projects from the proposed 2027 national budget due to missing supporting documents, Senate President Sherwin Gatchalian announced on Tuesday, November 3. Gatchalian said the decision followed an evaluation by the Department of Public Works and Highways (DPWH), which identified 295 projects as non-compliant. The assessment came after the Senate president raised eight types of budgetary red flags during a Senate budget hearing in September. According to Gatchalian, 7,107 out of 11,395 infrastructure projects, equivalent to more than 62%, had at least one major concern. These included projects without station numbers or geographical coordinates, lump-sum allocations, overlapping or fragmented projects, and conflicting descriptions of proposed work. He stressed that the Senate would not provide public funding for infrastructure projects without concrete and verifiable technical documentation. Gatchalian said all items included in the final budget must be sufficiently supported and ready for implementation, adding that every peso of public funds must be properly accounted for, particularly amid the country's sluggish economic growth. Meanwhile, the People's Budget Coalition (PBC) has identified more than P1 trillion in potential budgetary red flags in the proposed P7.2-trillion national budget for 2027. Its co-convenor, AJ Montesa, said P210 billion could be classified as soft pork, referring to patronage-driven financial assistance. Another P695 billion was identified as hard pork, involving allegedly politicised infrastructure projects, while P112 billion was classified as shadow pork, referring to unprogrammed appropriations. Senate finance committee chairperson JV Ejercito had earlier committed to inviting civil society organisations to observe the bicameral conference committee deliberations on the proposed national budget. Senator Panfilo Lacson also expressed support for removing questionable budget allocations and strengthening transparency in the budget-making process.
