Pakistan prequalifies nine bidders for GEPCO stake in privatization drive
Pakistan has prequalified nine parties to bid for a 51% to 100% stake in Gujranwala Electric Power Company (GEPCO), including management control, as the government advances its plan to privatize power distribution companies. The decision was taken at the 259th meeting of the Privatization Commission Board, chaired by Muhammad Ali, adviser to the prime minister on privatization and chairman of the commission, according to a statement issued on Monday. The commission received 11 expressions of interest for GEPCO. After evaluating the applicants against approved criteria, the transaction’s financial adviser recommended nine parties for prequalification, the statement said. The successful bidders are Aktor Elektrik Enerji Yatirimlari San. Ve Tic. A.S., Genvera Enerji A.S., Cengiz Enerji Sanayii Ve Ticaret A.S., Engro Energy Limited, Sapphire Fibers Limited, Hub Power Holdings Consortium, Shirazi Investments (Pvt.) Limited Consortium, Artistic Milliners (Pvt.) Limited Consortium and AKD Securities Consortium. The list includes three Turkish energy companies as well as major Pakistani business groups and investment consortia, indicating interest from both domestic and international investors in the country's electricity distribution sector. K-Electric withdrew its expression of interest, while Al Sharif Contracting & Commercial Development Co. Ltd. failed to submit documents required under the Request for Statement of Qualification, the commission said. The nine prequalified parties will now proceed to the next stage, which includes access to a virtual data room for detailed due diligence. The government has been seeking private investment in power distribution companies as part of wider efforts to improve efficiency, service delivery and financial performance in the electricity sector. #### Airport outsourcing The board also reviewed the reconstitution of a negotiation committee for the proposed outsourcing or concession of three major airports: Allama Iqbal International Airport in Lahore, Jinnah International Airport in Karachi and Islamabad International Airport. The move is intended to advance the airport transactions under the government's broader outsourcing program, the commission said. #### Financial-sector privatization The board also reviewed progress on the proposed privatization of House Building Finance Company Limited and Zarai Taraqiati Bank Limited. It directed transaction advisers to accelerate work on both processes to ensure they remain on schedule. The commission said it remained committed to conducting privatization transactions through transparent and competitive processes aimed at attracting credible domestic and international investors, improving efficiency and service delivery and securing value for the government and the public.

Privatisation Commission gets ‘overwhelming response’ from investors for Iesco privatisation
ISLAMABAD: The Privatisation Commission on Monday said it received an “overwhelming response” from domestic and international investors for the privatisation of Islamabad Electric Supply Company (Iesco). Iesco is among the three electricity distribution companies in Discos Batch-I, alongside Faisalabad Electric Supply Company (Fesco) and Gujranwala Electric Power Company (Gepco). In a statement on Monday, the commission said it received expressions of interest (EOIs) from three Turkish and seven local prospective investors seeking to acquire 51 per cent to 100pc shareholding in Iesco, along with management control. The Turkish investors are ⁠Aktor Elektrik Enerji, ⁠⁠Genvera Enerji and ⁠⁠Cengiz Enerji — all of whom had also expressed interest in Gujranwala Electric Power Company (Gepco). The local investors include ⁠Engro Energy; a consortium comprising ⁠Artistic Milliners, The Lake City Holdings, Fatima Capital Limited, Din Ventures (Pvt) Limited and Fazal Cloth Mills Limited; along with a consortium led by Hubco Power Holding and including Lucky Cement Limited, Kohat Cement Limited and Metro Ventures (Private) Limited. > Pakistani investors also include ⁠⁠Sapphire Fibres Limited,⁠ Novatex Limited, ⁠Bestway Cement Limited and a new consortium comprising Hasnaat Brothers Construction Co. (Pvt) Limited, Dhilal Holding Group, Pak Steel, Bio-Labs (Pvt) Limited and Farid Steel Casting (Pvt) Limited. Most of the investors have also submitted their EOIs for the privatisation of Faisalabad and Gujranwala power companies. One new investor consortium has emerged for Iesco led by Hasnaat Brothers Construction. The Privatisation Commission welcomed the investor community’s extensive engagement during the domestic and international roadshows, as well as their confidence in Pakistan’s power-sector reform agenda. “This is an important milestone in the privatisation of Discos. The strong response received for Iesco reflects that investors have confidence in the potential of Pakistan’s electricity distribution sector and in the Government’s commitment to a transparent, competitive and professionally managed process,” said commission head Muhammad Ali, also the adviser to the prime minister on privatisation. The commission said it would now be engaging constructively with the prequalified investors through the due-diligence process and to seek alignment on an equitable, transparent and predictable post-privatisation regime. It added that the process was intended to improve operational efficiency, modernise distribution infrastructure, strengthen customer service, and reduce losses to support a more financially sustainable power sector, which over time will lead to more affordable and reliable power for consumers. The EOIs and statements of qualification (SOQs) submitted by the interested parties will now undergo a comprehensive evaluation against the approved prequalification criteria. Applicants meeting the prescribed requirements will be prequalified and invited to the next stage of the transaction, where they will be granted access to the Virtual Data Room (VDR) to undertake detailed buy-side due diligence. Ten interested parties have been prequalified for Fesco, whereas 11 EOIs were received for Gepco, which are currently under evaluation for prequalification. The commission said it would ensure an open, transparent and competitive privatisation process, undertaken in the public interest and in support of the government’s wider power-sector reform agenda.

Two officers among 6 martyred, 8 terrorists killed in Hangu fire exchange: ISPR
Two officers and four others were martyred while eight terrorists were killed in a fire exchange in Khyber Pakhtunkhwa’s Hangu district on Sunday, Inter-Services Public Relations (ISPR) said. During an intense fire exchange between a “security forces convoy and _Khwarij_ ”, 23-year-old Captain Abuzar Farooq from Gujranwala and 22-year-old Lieutenant Sheraz Babar of Chakwal, “who were leading their troops from the front, fought gallantly and paid the ultimate sacrifice and embraced martyrdom along with their four men”. According to images released by ISPR, the other four men comprised three sepoys and a “non-combatant”. On the other hand, “eight _Khwarij_ belonging to Indian-sponsored _Fitna al Khwarij_ were sent to hell due to effective engagement by own troops”, the ISPR statement added. The state uses the term _Fitna al Khawarij_ for the banned Tehreek-i-Taliban Pakistan (TTP). A sanitisation operation was being conducted to eliminate any other terrorist found in the area, ISPR said. It affirmed that the “relentless counterterrorism campaign under vision ‘Azm-i- Istehkam’ (as approved by Federal Apex Committee on National Action Plan) by security forces and law enforcement agencies of Pakistan will continue at full pace to wipe out the menace of foreign-sponsored and supported terrorism from the country”. “These sacrifices of our brave soldiers further reinforce our unwavering commitment to safeguarding our nation at all costs,” the military’s media wing stated. Sunday’s development comes two days after a two-pronged assault near a mosque in the old Police Lines of KP’s Kohat district claimed 23 lives, including those of 17 policemen. Eight terrorists were killed during an overnight clearance operation launched to clear the area. KP witnessed an increase in terrorist attacks in August compared with July, according to monthly data compiled by the Pakistan Institute for Conflict and Security Studies (PICSS). On August 7, a captain was martyred while seven terrorists were killed during an intelligence-based operation (IBO) in Hangu. On July 30, a deputy superintendent of police (DSP) was among nine cops martyred and 28 others were injured after terrorists attacked the Khazina Banda checkpost in Hangu. Days later, security forces were reported to have killed the mastermind behind the attack.

Police refute KP CM's claim of 'murder' conspiracy in Wazirabad, say constable was on security duty
Khyber Pakhtunkhwa Chief Minister Sohail Afridi on Wednesday claimed that his security detail had apprehended a man allegedly sent to kill him. Gujranwala Police, however, refuted the claim, saying the detained man was a constable deployed for the chief minister’s security. The KP chief minister has been visiting Punjab since Monday to mobilise party supporters ahead of the PTI’s nationwide protest scheduled for Sept 27. Earlier on Wednesday, Afridi issued a video statement, which he said was recorded shortly before 5am, giving his version of events. The KP CM alleged that hurdles were created during his stay in Sialkot, with power supplies cut off and the electricity generators at two residences he visited “ruined”. He subsequently travelled to Wazirabad. “They had sent an assassin after us with the intention to kill. He was in civil clothes. When we arrived in Wazirabad, my security team apprehended this armed individual, recovered a pistol from him, and handed him over to the local SHO (station house officer),” he claimed. > Afridi reiterated his stance in an X post at 5:49am, saying his security team handed the “bearded man” over to SHO Saqlain after apprehending him. The KP CM recalled that he was supposed to spend the night in Sialkot, but the electricity was “cut off”. He added that power at two other locations was also disconnected, after which he travelled to Wazirabad. “Now, the electricity here has also been cut off. I cannot go anywhere else from here now,” the chief minister lamented. > However, in separate statements, Gujranwala Police and Wazirabad City police station said the man was Constable Muqadas Ali, who had been deployed on security duty for Afridi. Gujranwala Police said the constable was “subjected to severe physical assault by members of the chief minister’s protection team”. “Importantly, Constable Muqadas Ali was allegedly assaulted in the presence of the SHO City Wazirabad, who intervened and after considerable effort, managed to rescue the constable. The SHO’s presence can also be clearly seen in footage and images from the scene,” the statement said. The police said the “misrepresentation of facts” and the constable’s “portrayal as a killer is a matter of serious concern”. > According to Gujranwala Police, following the incident, “claims portraying Constable Ali as a ‘killer’ emerged from representatives” of the KP CM. “These claims misrepresent the facts, despite his identity having already been established at the scene and his departmental identity card having been presented.” The police asserted that “any baseless and factually incorrect portrayal of its personnel is unacceptable”. “Misrepresenting facts and portraying a police officer deployed on official duty as a killer is strongly condemnable,” it added. “It is a matter of serious concern that, after the incident, the constable was allegedly portrayed as a ‘murderer’, despite his identity and official duty being established at the spot,” the statement from Wazirabad City police said. Punjab Inf­ormation Minister Azma Bokhari also reiterated the police’s stance. “God knows why such fits of madness strike them as soon as they reach Wazirabad,” she quipped. On Nov 3, 2022, during PTI’s long march in Wazirabad, former premier Imran Khan and several others were injured in a gun attack, while one worker had lost his life. In 2025, a man was handed life imprisonment for the attack, while two others were acquitted. > ## Punjab visit Wednesday was not the first episode of claims and counterclaims during the KP CM’s Punjab visit. On Monday night, Afridi alleged he was “abducted” by authorities in Lahore and later “thrown” by the roadside — a claim the Punjab government swiftly denied. In a video shared by Bokhari, Afridi could be seen voluntarily walking towards and boarding the police vehicle. He then refuses to dismount, while an individual can be heard asking the chief minister to “please leave the vehicle”. Afridi turned his Lahore visit into a full-fledged political showdown, lashing out at the Punjab government, refusing security and vowing to rid the country of “fake rulers” through a nationwide street movement on September 27. Speaking on Tuesday, CM Afridi alleged that Punjab police had blocked routes, arrested party workers and removed tents from a protest camp. On its part, the Punjab government has imposed a ban on gatherings across the province from September 13 to 17. 'Decisive phase': JI chief announces Islamabad march on Sept 20 against petroleum levy
GUJRANWALA: Jamaat-i-Islami chief Hafiz Naeemur Rehman on Friday announced that the party would march towards Islamabad on September 20 against the petroleum levy, warning the government that the protest would enter its “decisive phase” on the streets of the federal capital if the levy was not withdrawn before the march. Addressing a public gathering in Gujranwala, Rehman said caravans from across the country would converge on Islamabad and urged the “Form-47 rulers” to “read the writing on the wall” and provide immediate relief to the people. “If the petroleum levy is not abolished before the long march begins, the decision will be made on the streets of Islamabad,” he said, adding that failure to meet public demands would force the JI to launch a movement to bring down the government. The government levies Rs114 per litre in taxes and duties on petrol and Rs100 per litre on diesel. The gathering was also addressed by JI Central Punjab Emir Javed Qasuri, Gujranwala Emir Mazhar Randhawa and other party leaders. Leaders of the JI Women’s Wing also attended the event. The JI’s sit-ins against the petroleum levy in Lahore, Peshawar, Karachi and dozens of other locations across the country entered their 27th day on Friday. Rehman also announced that he would address a women’s public gathering in Islamabad on Saturday and said the ongoing sit-ins would be expanded. Earlier, he chaired a meeting of party leaders from across the country at Mansoorah in Lahore, where the party discussed the next phase of its protest movement. Speaking in Gujranwala, Rehman said the JI had emerged as a source of hope for the people and added that rulers who had deprived the country of its rights for 79 years had now realised the party’s growing strength. He criticised the dominance of bureaucracy, feudal landlords and influential families in the country and said the working class was suffering while children were being forced into labour and deprived of education. The JI leader also criticised the provincial government over cases of violence and exploitation against women, alleging that around 6,500 such cases had been registered in Punjab but convictions had been secured in only a few. He challenged Chief Minister Maryam Nawaz to provide the Federal Board of Revenue (FBR) with a complete account of her income and expenditure after her recent remarks about travelling to London on a government aircraft at her own expense. The JI chief alleged that the Sharif and Zardari families were among those responsible for the exploitation of poor people and added that more than 40 per cent of Punjab’s population was living in poverty. Rehman also criticised the government over petroleum levy collections, claiming Rs1,567 billion had been collected from the public under the levy. He questioned why the government was imposing “jagga tax” on citizens while basic healthcare and education remained inaccessible to millions. He said successive governments since the 1990s had benefited independent power producers (IPPs), questioning why rulers were collecting additional taxes from citizens instead of reducing their own expenditures. Rehman also questioned the federal government’s continued budget allocations after the 18th Amendment transferred several powers and departments to the provinces. He further called for an end to interest-based financial practices, citing a ruling by the Federal Shariat Court, and said even a partial reduction in interest payments could save the national exchequer thousands of billions of rupees. The party chief said the JI had raised these issues during talks with the government but added that the authorities had failed to provide satisfactory answers. “If the rulers have no answers, the people will now demand answers from them,” he said. On August 16, the JI announced sit-ins in all the provincial capitals of Pakistan against the petroleum levy. It had also called a nationwide strike on September 3.
