I have a tough time accepting that... during the Ordovician there was enough dissolved calcium (magnesian calcite) for corals and hardgrounds to form, and scores of other marine invertebrates with calcareous shells

How late in the Proterozoic is the section? Because that sounds surprisingly similar to Phanerozoic hardgrounds. The iron redox gradients specifically are conducive to phosphate mineralization.
