Since this is from a NAHB survey, my strong sense is that this is primarily just single family homebuilders complaining about energy code requirements. I am skeptical there are any new costly requirements in the IRC that total up to $40k.
It's also really shocking to see how much the International Code Council's changes are driving up costs. This is an excellent case for states to stop blindly following the ICC, and to actually draft the regs themselves, like the French do.
