Yeah, it seems specific to Los Angeles County right now. There's even a petition started to audit LADWP. It's a public utility company. We the citizens, own it. So why are we seeing our bills skyrocket that much. Something doesn't feel right.

You wanted to make a comparison to LADWP, so let's look at the big picture. Where would a city owned utility in San Diego get it's power? Yes, from a lot of solar. But it will still require transmission lines. Which run through the backcountry. And who owns those?

LADWP has a very different environment, both regulatory and geographically. Besides, PSPS wasn't even a possibility with any agency prior to 2012.

Also note, San Diego doesn't have the ability to take over someplace like Owens Valley to supply it with power and water. Those days are gone.

I lived in Bishop on LADWP power for years and even with insane winds and regular temps over 100° I did not have my power shut off once

My friends in Los Angeles have watched in horror as their LADWP bills (power, water, sewer, etc) skyrocket.

Unlike most utilities, the PUC has no rate authority over LADWP which is owned & operated by the city, Mayor & City Council.

Untill very recently LADWP was still getting Utah Coal power. SMUD is doing great on both decarbonization and keeping rates low.
