This morning I emailed every FW city council member demanding Jack Walsh step down as LUTC chair, and I donated to the GoFundMe for Yanxia Zhang’s family, who was killed by a driver as she crossed S 320th St. outside the FW transit center last month.

Things usually flow citizen Planning Commission > LUTC > Full City Council.

I’ve told Nosse this directly, and he was also at the n’hood meeting back in March (along with D3 reps) where ODOT roads (OR99E and Powell) were the main focus of the LUTC concerns

He typically responds along the lines of “I wish you’d asked me about health care. Geez”

Federal Way needs to get serious about addressing pedestrian safety. City staff are taking some steps to do that, but we deserve council leadership that will give it the seriousness it deserves.

LUTC Chair Jack Walsh is not that person, and he should step down.

CM Honda also had a line of questioning last Federal Way Land Use and Transportation meeting on temporarily closing a street for the farmers market asking “but where will people park?”

It was disappointing, to say the least, to hear your apprehension to support creating a sidewalk in our city out of what sounded like a higher concern of where the residents may have to park their car on a publicly owned city street. One of the first things I noticed when I moved to Federal Way in 2020 is how pristine much of the pavement is, and I've since had numerous encounters and experiences on how incomplete and inadequate the sidewalk and cycling infrastructure is. I appreciate the improvements when and where they come, but this unbalanced prioritization is reflected in the city's budget and funding. This project is a good example of a better balance as I know how expensive new sidewalks are. I live in eighborhood, and the sidewalks are patchwork at best where live but more often missing completely. My son and other kids at walk along a main residential cut-through to arterial streets with regularly speeding cars, and they are often forced into traffic due to cars being parked along the street on their way to school. I am doubtful we will ever see a sidewalk. I can somewhat empathize with residents who have come to expect to park their car right in front of their house on a city street, but their minor inconvenience should not have any weight on decisions to accept funding for a sidewalk, especially one on a route to a school. The city should be going after every dollar it can to address our inequitable and lacking sidewalk infrastructure, even at the expense of someone having to park a bit farther away. The cost for plowing over two kids with a car? A $201 failure to yield ticket (in addition to their ticket for driving without insurance).

As Federal Way CM Jack Walsh quipped that natural selection will take care of unsafe pedestrian crossings, the city shared its $2M SS4A grant application for safety improvements citywide, including signal upgrades at 19th Ave SW & SW Campus Dr, where multiple kids have been struck in the crosswalk.

Tomorrow, the Federal Way LUTC Committee will vote on requesting bids for a City Greenway Project from FWHS to the city center. The project will provide a 'designated shoulder, roadway signing & striping, traffic calming, and lighting improvements.'

Who knows what a "designated shoulder" means!
Text from the memo: Financial Impacts: The cost to the City for the City Center Greenway project was included within the approved budget under the Public Works Department, Capital Project #36244. In accordance with the approved budget, this item is funded by $500,000 from the 306 Fund and $500,000 from a Transportation Improvement Board (TIB) grant. Upon completion of the City Center Greenway project, future costs will be funded through street maintenance. Funding requirements for operations and maintenance of infrastructure are reviewed and adjusted as required during the budget process. Background Information: The purpose of this project is to improve the connection for pedestrians and bicyclists between Federal Way High School and the City Center. It includes providing a designated shoulder, roadway signing and striping, traffic calming, and lighting improvements. The following provides a brief synopsis of the progress to date.
