These vehicles eventually ended up in the Malagasy army and were followed by two BMP-3 combat vehicles provided by Russia in March. It was an odd gift for a country with no foreign enemy and little money to spare. The gesture also raised a significant question: What does Russia expect in return? A Growing Presence This was not Russia’s first involvement in Madagascar. In December 2025, only two months after a coup that put interim President Michaël Randrianirina in power, Russian Africa Corps personnel landed at Ivato airport, carrying Kalashnikovs, rocket launchers, and drones. Africa Corps is the Russian Defense Ministry force that replaced the Wagner Group, and it now guards Randrianirina and also trains Malagasy troops. Randrianirina even traveled to Moscow in February 2026 to meet Russian President Vladimir Putin, calling for a “new era of cooperation.” A number of factors have converged to increase Madagascar’s reliance on external partners.
