As a simple european i was more a Rockerduck fella myself as my fave scrooge antagonist BUT i 100 percent agree that Flintheart is the more menecing of em. You knew a story was about to be more serious when he showed up

this is "menacing" because it takes the zone themes and integrates the boss theme into them which makes it seem even more like eggman is demonstrating his power over the world. even the music of these places has been subject to his rule. pretty cool effect even if i prefer the original boss theme
