Both of these are "electric motorbikes". One is a Suron type production motorbike, akin to an ICE 125-250cc machine. The other appears to be more of a lash-up job, more like a homemade 50-90cc moped type machine.
Neither are e-bikes. Neither have any connection to cyclists.

That's an aerodynamics (CD is basicly unsolvable for sellable motorbikes) and efficiency curve (petrol gains efficiency under load, EVs don't) problem you can work with for cars (CD ~2.5) or trucks (CD ~4) but not motorbikes (CD ~8). It's why "make it lighter with a smaller batter" doesn't work.
