A lot of Japanese artists worked on the Rankin Bass Christmas Specials. Most of the animation on Frosty the Snowman was done by Mushipro.

Aikawa did confirm that a lot of the stuff with Judas and (implicitly) Earth-chan was meant as allusions to Tezuka's career, specifically his infamous breakdown over COM and MushiPro shuttering, and his career revival with Black Jack.

基調として漫画の神様と漫画の王様を巡るCOM事件を象徴させたいというものがあり、2人の生み出した電光〜ジュンとミュータント・サブ〜悪の科学者といえば片腕のあの人〜そして神様の復活の象徴である闇医者‥という変遷をわかりやすく入れて、神様と王様の人間性の複雑さを描いたつもりだったんですが‥（笑）

There's also a Japanese DVD that's fully dubbed in English and French. I think you can still even order it from the MushiPro or Nagasaki Atomic Bomb Museum, and the packaging looks far nicer. No idea about the video quality

Mas isso n é exclusivo de OP não, enquanto eu via JJK ontem notei tbm essa ausência, o que me leva a crer que foi uma trend particular da época em que Ashita no Joe foi feito, 1970 e 1971.
