Without being able to rely on US nuclear #subs long legs in the Northern Atlantic, while a potential war with Russia looms, Eur needs to expand its fleet, thou both UK & Fr have no funds. As all of EU benefits, long-legged attack subs & #NuclearArmed subs, are something the EU should do.

This consensus, however, overlooks the fact that Israel's nuclear capability has not played an important role in the country's defense. [1] Unlike other nucleararmed states, Israel initiated its nuclear project not because of an opponent's real or imagined nuclear capability but because of the worry that, in the long run, Arab conventional forces would outstrip the power of the Israel Defense Forces (IDF). As early as the 1950s, Israeli Prime Minister David Ben-Gurion sought to manage the threat of modernizing Arab armies, which were inspired by pan-Arab sentiment and backed by the Soviet Union, by developing the ultimate deterrent. Shimon Peres, the architect of Israel's nuclear program and now Israel's president, relentlessly argued in public speeches and writings that Israel needed to compensate for the large size of the Arab armies with "science" -- a code word for nuclear arms. As it turned out, however, Arab conventional superiority never materialized. Ever since Israel crossed the nuclear threshold on the eve of the 1967 war, the qualitative gap between Israel's conventional forces and those of its Arab neighbors has only grown. Today, particularly as the Syrian army slowly disintegrates, the IDF could decisively rout any combination of Arab (and Iranian) conventional forces. Mr. Netanyahu went before the United Nations to call Mr. Rouhani "a wolf in sheep's clothing." In short, as America approaches talks with Iran over its nuclear program, it must not assume that Iran is ready to surrender. America's reduced credibility in the Middle East, because of its waffling over Syria, is an equally important dynamic in the equation. America will be going to the negotiating table without the credible threat of war, facing an Iran basking in newfound domestic stability and benefiting from its pivotal role in Syria. Negotiations between the two, for the first time, cannot be based on threatening Iran into submission, but on persuading it to compromise. That demands of America an approach to match the "heroic flexibility" that Ayatollah Khamenei has called for. Expect no grand bargain with Iran in the short run, but rather, the lifting of specific sanctions in exchange for concrete steps to slow down Iran's nuclear program and open it to international scrutiny. That would be an important first step, which could build bilateral trust and give diplomacy the impetus it needs to succeed. Vali R. EFTA01953205 | EFTA01953239 begin at sea. This difference would shape a U.S.-Chinese crisis in a number of ways, especially by requiring both sides to make some fateful choices early on. China's small fleet of nucleararmed ballistic missile submarines (SSBNs) and its much larger fleet of conventionally armed attack submarines are most secure when they remain in the shallow waters near the Chinese mainland, where poor acoustics compromise the effectiveness of U.S. undersea antisubmarine operations. Their proximity to Chinese land-based aircraft and air defenses also limits Washington's ability to rely on its airpower and surface ships to counter them. For China's submarine forces to play a role in a showdown with the United States, however, they would have to move out of those safer waters. The prospect of China's submarines breaking out would dramatically increase the instability of a crisis. Although U.S. antisubmarine warfare technology would be more effective against China's submarines operating in less noisy open waters (where the United States also enjoys air superiority), it would not be perfect: some U.S. naval assets that came within range of surviving Chinese submarines would be at risk. Early in a crisis, therefore, the United States would be tempted to minimize this risk by sinking Chinese attack submarines as they tried to leave their home waters. Especially because there are only a few narrow routes through which Chinese submarines can reach deeper waters, the United States would be tempted to strike early rather than accept an increased risk to U.S. naval forces. Regardless of the U.S. decision, any Chinese attack submarines that managed to reach distant deeper waters would face a "use them or lose them" dilemma, thanks to their greater vulnerability to U.S. antisubmarine forces -- one more potential trigger for EFTA_R1_00421609 EFTA01953239
