Pakistan itself barely understood what it was doing in the region, either - ISI was absolutely bankrolling the Taliban, but how much the Pakistani government ever knew or cared about what was going on in tribal NWFP is a different matter altogether.

It's so, so important to remember that NWFP had been a disaster area of Pakistan for *decades*. Daoud Khan was pushing for Pashtunistan in the 1950s and 1960s! This was not a post-9/11 surprise, it was a foreign policy headache for Ayub and Bhutto too, Westerners just didn't care until 2001.
Pakistan supported the Taliban because it got the Pashtun militias to stop pushing for independence of the Pashtun territories from the Pakistani state for a bit and focused most of their energy on Afghanistan and the US for a while. It was always kicking the can down the road but they got 20 years.

The 8th Rajputs fought within India's NWFP in 1915, during the Mesopotamian Campaign in 1916, and took part in the suppression of the Iraqi Revolt in 1920.
