Honestly whoever wrote an intelligent humanoid species that has the lifespan of a dog should have reconsidered. It made sense with the Jem'Hadar since they're genetically engineered shock troops but a real society like the ocampa with real individuals like the ocampa can't exist like that

My headcanon here is that the Ocampa have just enough multiple births to maintain a stable population, and that their curtailed fertility is because the Caretaker did something to them so they wouldn't overcrowd the bunker he has them living in.

The world is terrible so did you ever think about how the Ocampa in Star Trek Voyager survived as a species given how reproduction worked for them? According to the season 2 episode 4, Ocampa women get pregnant once in their life and there is no indication that twins or more are the norm.
