Omdia (TTGT) published a benchmark of sovereign AI providers, examining whether their service terms and practices support their sovereignty claims. Sovereign AI: A Playbook for Success evaluates 35 providers in 20 countries across contracts, privacy practices and certifications.Omdia found that 28% disclose no proof of sovereignty, eight in 10 contracts put network resilience outside providers’ control or responsibility, and two thirds limit compensation for non-performance to service credits. Its recommendations include investment in certification and trust centers, separate service-level agreements for connectivity and AI, and partnerships to fill competency gaps.

Omdia (TTGT) reported that worldwide PC shipments fell 21.2% year over year in the third quarter of 2026. Total shipments were 58.1 million units, comprising desktops, notebooks and workstations. Desktop shipments declined 23.5% to 11.7 million units, while notebook shipments fell 20.6% to 46.4 million units.Lenovo retained first place with 25.7% market share. HP shipments declined 31.0%, the largest drop among the top five vendors, while Asus recorded the smallest decline at 6.6%. Apple’s share rose to 11.7% from 10.4% despite an 11.3% shipment decline. Omdia attributed the market contraction to earlier purchasing activity and higher end-market prices, with vendors reducing production and channels working through elevated inventories. It forecasts a 24% year-over-year decline in 4Q26 and a further 7% decline for full-year 2027.
