I read this post and thought about the dell 5400 series laptops my company uses.
which after windows updates immediately inverses their power settings so performance mode works like powersaving mode. so when a user is plugged into their docks it is capped to 13% total CPU utilization...

Fix? Press F2, enable C-states, set balanced mode — then watch the watts disappear. And if you’re stuck, just grab your phone, open ChatGPT, and ask for help with your BIOS.

My pc was on eco mode instead of performance for some reason. And the fans were set to powersaving instead of smart.
And physx was running on my cpu not my very expensive graphics card.
It feels like I have a brand new pc having fixed all that the last few days. 🤣
