Basically when a payment is made from an EU country you must collect the VAT rate that country has (and those change) along with like, evidence of their location in quadruplicate

A lower resolution than a screen isn't inherently a problem, 1080p on a 4K screen looks fine because 4K is exactly four times the amount of pixels as 1080p, so it can just quadruplicate each pixel.

yeah they stopped in 2010 or 2011. it was nuts, everyone had to run around at the same time to get like four different signatures and then drop off the quadruplicate sheets in different offices. It was the dumbest thing.

No worries about that I bet. Any national library worth their salt has backups in quadruplicate and 5 different "break glass in case of emergency" style plans to save as much as humanly possible from any temporary threat.
