It's worth remembering that even if the Democrats win both houses of Congress and, in a couple of years, the Presidency, the US still won't be ratifying the 1998 Rome Statute to make its crimes against humanity answerable to the International Criminal Court.

In 1803 President Jefferson signed legislation granting Ohio statehood. Congress forgot to pass the formal joint resolution ratifying the state constitution to make it all official. This oversight was corrected in 1953 when Eisenhower signed Congress's retroactive resolution.

First, the US will have to join the ICC by ratifying the Rome Statute by a 2/3 vote of the Senate & the president's signature. Difficult, but doable.

Passing and ratifying the 19th Amendment wasn’t quick and required even more activism, lobbying, and conversations. Apparently a crucial vote on ratifying the amendment came down to one representative whose mother had told him to “be a good boy” and ratify it.
