Yes, I'm a public school employee. 15+ years ago I had to put a bandaid over the tattoo on my instep when I was going sockless to important meetings, and was worried about getting in trouble for burgundy hair. These days I have a wrist tattoo, etc., & have co-workers with neck and finger tattoos.
