I think that kids with ‘lower needs’ disabilities were always inadequately catered for (or not at all) under the old system. Even kids with quite high needs (I can only speak for QLD, having worked in the private sector prior to NDIS; my husband was originally a speechie for DSQ).

That speech impediment. I'd have thought they'd have paid for him to see a speechie who could fix it. But nah, we have to concentrate on his words in order to hear the lies clearly.
