Imagine if instead of regulating drone risks the normal way (which we did), we instead paid weird bloggers lots of money to worry about superintelligent dogs sprouting thumbs and using drones to kill us.

This is pretty much how the US is approaching AI risks and regulations.

It is quite telling that a lot of people believe, basically, that superintelligent == supergreedy.
Omohundro’s “basic AI drives” arise by assuming that a “sufficiently advanced AI system” is an expected utility maximizer with preferences over all states of the universe. It relentlessly pursues its preferred states with reckless abandon, and the smarter it is, the more destructive this might be.
A seminal work on this is Omohundro's The Basic AI Drives, a 2008 conference paper, which presents a theoretical argument that any "sufficiently advanced AI system" will exhibit a number of "drives". These will include self-preservation, resource acquisition, and self-improvement.
