This is a copout. The mayor of Toronto has power over parks, transportation, corporate real estate, TCHC, and to a significant degree TTC. She also could exert influence over the library.
Most of what these agencies build gets zero political scrutiny.

He has a lot more power than the Mayor of Toronto who mostly sets agenda items & coordinates soft power by working with council.

Now, why "only" 30% affordable? Because the money listed is just for construction. Buildings need to collect enough rent for maintenance, something Canada has been bad at in 100% below-market builds in the past (eg. TCHC). Operating can be made sustainable through cross-subsidy from market units.
Also a useful explanation of the cross-subsidy model that's used on many of the City's current Housing Now/Toronto Builds projects. This is one reason that they're "only" 30% affordable and why staff have been reluctant to put stricter rent controls on the market rate units.
Took some time out of walking my dog to dog-walk the man who is trying to revive the Layton co-op “scandal”, a political specimen older than I am. Also, Yellow Flower on Palmerston has a very nice chocolate chip cookie.

A new one for me. An architect has submitted a letter to the Planning and Housing Committee on his firm's letterhead and *with his seal* opposing a TCHC redevelopment that his firm has nothing to do with. I... would not have done that if I were him.

Yesterday, a TCHC proposal with a courtyard got called a prison yard. People just misusing words to make any negative association they can.

But first, Mayor Olivia Chow has an announcement. She pays tribute to the firefighters, police, EMS and other workers who responded to a TCHC building fire at 275 Bleaker Street in February. "The successful response was only possible because of the seamless collaboration."

TCHC is both huge and chronically underfunded. Just fixing THAT would have a dramatic effect on the affordable housing supply in the city.
(And, obviously, funding the co-ops, as well as getting the city and province to allow more SROs)
