Specifically post 90s, since the end of the Cold War removed the other main driver of demand

There's basically now two places that do large SRM manufacturing at scale in the US: NG's (formerly Orbital, formerly Thiokol) facility in UT and L3Harris's (formerly Aerojet Rocketdyne) facility in AR
... it's one of those fascinating and undersaid stories for how much NASA uh, during the course of the Shuttle program basically propped up the entire US solid rocket motor industry, and once Shuttle did retire it caused major price impacts as a whole.

Too often, management (even engineering managent) overrides actual engineering. Take for example the Challenger shuttle explosion 40 years ago. Thiokol engineers pleaded "do not launch."

Been chewing through Adam Higginbotham’s excellent Challenger book since the start of spring training, and it really is jarring that literally 100% of the people involved in building the SRBs were screaming, “please do not light them, you will kill everyone.”

When Morton Salt bought Thiokol, stripped it for parts, and closed its Huntsville plant, my dad and his buddies classified every document they could get their hands on to prevent this kind of wanton destruction.
