HPL is part of the University of Maryland. I would assume it's already being funded at the state level and it will fall on State government to help or deny help, though I see UMCES takes donations. And you can target a specific laboratory. Sucks that it comes to that, though.

I did something analogous here, where I needed to subset geopackage based on user input (a depth layer), then use that to pare down some in-memory NCDF data.

New research from an international team of 24 marine scientists, led by the University of Maryland Center for Environmental Science (UMCES) and including the Woods Hole Oceanographic Institution (WHOI), cautions that thousands of commercial vessels stranded for months in the Persian/Arabian Gulf following the closure of the Strait of Hormuz could unintentionally trigger a massive marine invasive species event.
