Doing some quick math on their self-reported 4% error rate in optimal conditions. If flock had nationwide coverage, there'd be at least 9.6m of the 242m american drivers having their plate read wrong. When you account for Roseville PD's 71%, that 9.6m jumps to 171.8m.
