I went to a small liberal arts college where "Town and Gown" meant city police wouldn't respond to or investigate anything that happened on campus... We had "Campus Security", but I'm sure "Campus Police" are similarly compromised-

My local school district in KY has been doing this for years- including a summer feeding program for any family with kids, regardless of whether they're enrolled in school or not. All income agnostic.
Schools across the state started offering free breakfasts and lunches to all students in the fall of 2023.
