The U.S. embargo of Cuba lists many base pharmaceuticals as industrial agents, therefore blocked from being sold to Cuba. Cuba also can't buy anything with more than 10% U.S. parts in it and cargo ships that deliver to Cuba are banned from U.S. ports for 6 months.
