How does one person (Vought) get in position to do so much damage? And how can we keep it from happening again?
Until recently there was bipartisan agreement that evidence use in federal agencies was a good thing. The Evidence-based Policymaking Act was passed in 2018.
The cuts rely on a trick Russ Vought has used across government. Unless spending for a specific purpose is mandated ("shall") it is cut.
