Democrats absolutely need to demagogue the shit out of this during the campaign. I'm beyond caring about the merits of the debate at this point. This is a 70-30 issue and the administration has planted its flag with the 30%.

The Trump admin had a real theory of war: Put on a show of toughness, tell people how manly you are, disdain law, do war crimes, and you win. Earlier losses came from leaders too "weak" to do that.
