Depends. Without context, I think it would be more misguided. Ordering food is a functional speech act; if they're there to make a point, then it isn't ordering food. Of course, it could be understood (for whatever reasons) that the person taking orders is highly likely to understand the language.

While reading an article that uses the term, I had to pause a moment to think about what the heck it actually meant. Tried not to think too hard once I recalled the gist.

Fair point. To add, "knowing" is itself a mentalism. Two people can "know" the meaning of the same word quite differently. Beyond language, two people can both "know" how to sew a shirt with one quite capable but w/o the words for it and the other quite incapable but able to explain detailed steps.
