California Gov. Gavin Newsom signed an executive order directing state agencies to develop AI safety recommendations, including requiring companies to build a "kill switch," saying federal regulators hadn't acted.
If you mentally replace all references to 'robots' & 'AI' and 'off switches' to 'tech companies' and 'regulation' then these papers become potentially quite useful. This one seems to be about regulatory capture.
