The New Markets Tax Credit allocation supports associated financing for phase-one refining equipment and working capital, with no additional ReElement equity issued in connection with the financing.ReElement plans to expand domestic rare-earth and critical-mineral refining capacity through a modular approach aligned with feedstock availability and verified customer demand. The company expects Marion's first phase to create 189 jobs, approximately 90% accessible to individuals with a high school diploma. A $2.1 million workforce-training commitment will support career pathways that may include apprenticeships, two-year degrees and technical certifications.

American Resources (NASDAQ:AREC) and ReElement Technologies signed an agreement with Uzbek partners on October 19, 2026, to advance a tungsten refining demonstration.The partners are Uzbekistan Technological Metals Complex and the Fund for Reconstruction and Development of the Republic of Uzbekistan. American Resources holds a minority interest in ReElement. The agreement moves their November 2025 memorandum of understanding beyond initial technical evaluation. ReElement has validated processing Uzbek-sourced tungsten into high-purity oxide. The next phase includes expanded evaluation and a commercial demonstration at ReElement's U.S. facilities to further validate commercial viability, efficiency, quality and scalability. It also advances preliminary engineering and economic modeling for potential refining operations in Uzbekistan. A joint working group will coordinate evaluations and subsequent project proposals.
