The peninsula already is a 30kph zone due to congestion, so why don't we design it as one?

Norway's public roads administration have just turned the way speed limits are set in built up areas on it's head. From now on, traffic engineers now have to meet clear criteria to use any higher speed limit.

Driving and cycling around France for 3 weeks was a real pleasure: no speeding, most drivers obeying 30kph zones, no close passing, lots of patience.
Back in Ireland for 1 day: lots of speeding, aggressive tailgating, dangerous overtaking, mobile phone use, no patience.
But yeh, e-scooters right 😮💨

The column is v frustrating. Yes traffic is bad. Everyone knows. People will nod/rage (at speed cameras? 30kph?) but it’s a disservice to readers as there’s zero analysis of why TO is stuck: political impasse preventing doable solutions. It’s an AM radio rant: anger inducing but no insight. Why?
I'm convinced all road users "disobey" the rules with similar rates regardless of mode. We yell about people on bikes because it's much more obvious. But the consequences are just exponentially more severe the heavier the vehicle the faster you're traveling.
