See this makes way more sense than ATCC owns the genomic data of this strain in any manner its sequenced by anyone on earth if using ATCC type material.

Ok. I see the confusion now.
The specific datasets and who owns them is what matters as far as the license is concerned. That is: let’s say you buy a strain from ATCC and sequence it. That data is yours. I then sequence the same bug. That data belongs to ATCC.
