The underlying project seems to be Alaveteli which can apparently be used by anyone trying to create this type of freedom of information site in their country.

Oh and alaveteli (which powers inter alia whatdotheyknow.com) recently completely removed its little-used member-to-member messaging function to evade this entire thing outright

It's a bug in Alaveteli, it calculates the request status based on the last event, and in this case gets it wrong. "Clarification requested" (by the authority) is a status that can be set.
